Each skill has its own minimum, and a strong skill cannot cover a weak one. With 75 in every skill the highest level is Competent English (test from 7 August 2025) or Proficient English (earlier test). 75 did better on the old test (Proficient English) than it does on the new one (Competent English), because the new Speaking and Writing minimums sit above the old single figure. IELTS averages four section bands and rounds to the nearest half band. Here is that arithmetic for two profiles built around 75. The second makes Writing strong (83) and Reading weak (67), each 8 points from 75.
